The uplift excludes the Hengqin first-line entry from Macao; it applies at the second line into the mainland, and does not change short-term multiple-entry rules. Frequent entrants (more than one entry within 15 days) and under-18s receive exemption only for journey necessities; transport crew only for service necessities. Customs-approved re-imported belongings are exempt outside these allowances. Temporary baggage may be registered in writing with required security and Customs approval, then cleared on re-export against the endorsed record; a non-resident's device to be taken out again is not automatically goods remaining in China. Excess is taxed, but an indivisible single item is taxed in full. Written declaration is required above the applicable value/quantity allowance or for another statutory trigger; use the red channel also if unsure of the rules or channel. IT products such as tablets have a 13% composite tax rate.
