No. A laptop you already own and use is a personal effect, not an import. What is taxable is a device bought outside the EU on this trip and worth more than β¬430 β unboxing it or using it on the plane does not change that. Keep the receipt to show when and where it was bought.
Can I fly my drone in Rome or Venice?
Not without specific permission. Historic city centres, airports and many coastal areas are no-fly zones under ENAC rules. Check the d-flight map before flying anywhere; fines for illegal flights over monuments can exceed β¬1,000 and drones are confiscated.
