Quick answer

Two personal-use phones are not automatically prohibited. The BOC guidance reviewed does not set a general two-phone cap. A new phone for a relative is a different customs question from devices you use during your trip: complete eTravel, disclose dutiable goods and keep receipts.

Philippine Customs: Can You Bring 2 Phones? 2026 BOC Rules

Bringing two phones to the Philippines? Compare personal devices and new gifts, understand the PHP 10,000 threshold, and prepare your eTravel declaration.

Which two-phone situation applies to you?

Personal phone plus work or backup phone: explain that both are for your use during the visit. The BOC guidance describes personal-use goods in non-commercial quantities; it does not publish a general two-phone allowance or a guaranteed number of tax-free devices.

Your phone plus a new phone for a relative: keep the purchase receipt and disclose the gift when answering the customs questions. Being a gift, or removing its box, does not automatically make it exempt.

Several phones for sale or distribution: do not treat these as ordinary personal baggage. Ask BOC about the applicable import requirements before travel.

Does a phone worth more than PHP 10,000 always attract tax?

No: the PHP 10,000 general de minimis threshold is not a blanket value cap on all personal travel effects. BOC also describes conditional exemptions under Section 800 of the CMTA. A visitor's devices needed during their stay, newly acquired gifts, returning-resident effects and balikbayan goods must be assessed under the appropriate rules.

Do not add the retail prices of your used travel devices and assume tax is automatically due on everything above PHP 10,000. Equally, do not assume a new gift phone is automatically exempt. BOC assesses eligibility, value and purpose. There is no reliable flat “10% on the excess” calculation for every phone.

Returning residents and OFWs have separate eligibility conditions. The balikbayan-box privilege is not a universal extra allowance for every tourist. Check the BOC exemption guide before relying on it.

Before you fly: a short checklist

  • Complete the customs section of official eTravel within the applicable 72-hour pre-arrival window; save the QR code.
  • Keep receipts for newly bought phones and evidence relevant to any exemption you claim.
  • Answer the declaration questions truthfully. If you are unsure whether a gift is dutiable, ask the customs officer rather than selecting “nothing to declare” by default.
  • Removing packaging does not change a phone's purpose or tax status.
  • Keep customs clearance separate from airline rules for lithium batteries and spare batteries.

Reviewed 6 October 2026. The absence of a general two-phone cap is based on the passenger guidance reviewed, not a guarantee that every pair of phones is exempt.
