Japan, Australia and Vietnam sections checked on 2026-10-06; other country sections have not all been reverified in this update.

E-cigarettes, vapes, heated tobacco products like IQOS—the legal status of these products varies dramatically around the world. Some countries have total bans with severe penalties, while others have embraced vaping as a harm reduction tool. Use the country-specific sources and entry rules before packing.

Countries with Strict Restrictions

These countries allow vaping but with significant restrictions.

Australia: entry, local supply and possession are separate

Travellers arriving by air or sea may use the therapeutic traveller exemption for up to 2 vapes, 20 cartridges/pods/capsules and 200ml of liquid, for their own treatment or that of someone in their care on the same flight or ship. This is not unrestricted recreational import permission. Local supply is pharmacy-only: eligible adults may obtain therapeutic vapes of 20mg/ml nicotine or less without a prescription after pharmacist assessment; higher strengths and other cases require a prescription. State and territory possession rules can still require one. Overseas mail orders are not the traveller exemption. Heated-tobacco devices and sticks also fall under import controls; do not treat IQOS as automatically permitted.

Japan: nicotine liquid is not heated tobacco

Nicotine e-liquid and cartridges are subject to personal-medicine import rules, not a blanket traveller ban or the tobacco duty-free allowance. Up to one month’s equivalent can be brought for personal use without Import Confirmation: 60 cartridges, 120ml, or 12,000 puffs. These are alternative equivalents, not additive allowances: combine liquid and cartridges, and use the stricter equivalent when both volume and puff count are labelled. Above one month, obtain Import Confirmation before travel with a doctor’s prescription or instructions. Nicotine-free liquid is outside this pharmaceutical control. Heated tobacco has its own Customs allowance; tobacco duty-free relief is for travellers aged 20 or over.

Travel Tips

Before You Go

1. Verify destination laws: Regulations change frequently. Check official sources before departure. 2. Check transit countries: If transiting through Singapore or Thailand, your vape may be confiscated even if you're just passing through. 3. Flight rules: Regardless of destination, vapes must be in carry-on luggage, never checked.

Alternatives for Banned Countries

If visiting Thailand, Singapore, or other ban countries:

  • Nicotine patches: Allowed in most countries
  • Nicotine gum: Allowed in most countries
  • Traditional cigarettes: Thailand allows 200 per person; Singapore has no duty-free but allows taxed cigarettes
