Complete guide to Spanish customs (Agencia Tributaria) rules, including the Canary Islands
Spain follows EU customs rules, enforced by the Agencia Tributaria. One quirk: the Canary Islands, Ceuta and Melilla are outside the EU VAT area, so flights from them to the mainland get non-EU allowances. Vapes and heated tobacco are legal but restricted in many public spaces. Cash over β¬10,000 must be declared on Form S1.
Entry Process
- 1Apply for ETIAS before travel (visa-exempt nationals, from 2026)
- 2Schengen passport control if arriving from outside Schengen
- 3Collect checked baggage
- 4Use Green Channel (nothing to declare) or Red Channel (goods to declare)

Declaration Tips
