I'm arriving from France. What are the limits?
Since Brexit the same personal allowances apply to EU arrivals: 42L beer and 18L still wine, plus either 4L of spirits over 22% or 9L of drinks up to 22%. There is no longer an EU-only 'unlimited for personal use' rule. If you go over the allowance you must declare the goods and pay customs duty, excise duty and import VAT - EU-origin items can get a zero rate of customs duty with proof of origin, but excise duty and VAT still apply.
How much are the duties if I exceed the limit?
Duty rates: Spirits £28.74/liter, Wine £2.23-2.86/liter (depending on strength), Beer £0.52/liter, plus 20% VAT on top. For example, an extra liter of spirits costs about £34.50 (£28.74 duty + £5.75 VAT).

Yes! Duty-free shop purchases count toward your allowance. If you buy 2L spirits at duty-free and bring 2L from home, you're at the 4L limit. Anything over requires declaring and paying duties.
