📝 Important Notes
- •These limits cover tobacco in personal passenger baggage. Crew and commercial imports have different rules.
- •For passengers aged 18 or over, the excise-free allowance is 200 cigarettes OR 25 cigars OR 100 g of cut tobacco. These are alternatives, not three separate full allowances.
- •If you carry more than one tobacco type, Customs calculates the exemption proportionally. The combined proportions must stay within one full allowance.
- •Customs destroys the quantity above the permitted tobacco allowance. Paying extra tax does not entitle you to keep that excess.
- •For arrivals at international airports and seaports, complete All Indonesia and answer the customs questions truthfully. Follow the inspection instructions; ask a customs officer if you are unsure how to declare your baggage.
- •E-cigarettes, liquids and other processed tobacco have separate categories and limits. Do not apply the 100 g cut-tobacco limit to them; consult the official Customs table.
❓ More Questions
What is the tobacco allowance for an adult passenger entering Indonesia?
For passengers aged 18 or over, the excise-free allowance is 200 cigarettes OR 25 cigars OR 100 g of cut tobacco. It is a per-passenger allowance for personal baggage, not a commercial import allowance.
Can I combine cigarettes, cigars and cut tobacco?
Customs applies a proportional allowance when you carry more than one tobacco type. Add each quantity as a fraction of its own limit; the total must not exceed one full allowance. You cannot bring the full allowance of every type together.
Can I pay tax to keep tobacco above the allowance?
No. Indonesian Customs states that the excess quantity is destroyed. Declaring the excess or paying additional tax does not give you the right to keep it.
Which arrival declaration should I complete?
Use All Indonesia for arrivals at international airports and seaports. It has been mandatory since 1 October 2025. Use the official portal linked on this page, answer the customs questions accurately and follow any inspection instructions.
Do the same limits apply to electronic cigarettes?
No. Customs lists separate categories and quantities for electronic cigarettes, liquids and other processed tobacco. The 100 g figure here is for cut tobacco; check the official table for your product category.
